## INSTRUCTIONS (read carefully each run)

You are building an MP profile database for the NZ Seniors Knowledge Base. Each run profiles ONE Member of Parliament.

### STEP 1 — Read the tracker

Read `17_Automated_Research\03_MP_CRON\00_MP_MASTER_TRACKER.md`
Find the **FIRST row** marked `[ ] PENDING`. This is your target MP for this run.

If NO rows are marked `[ ] PENDING`, report "ALL MPs COMPLETE" and stop.

### STEP 2 — Research the MP

Use `web_search` and `web_extract` to find ALL of the following about this MP:

**From parliament.nz (primary):**

- Electorate (check against tracker)
- Party
- Committees they sit on
- Official biography (professional background, education)
- Portfolios/spokesperson roles

**From beehive.govt.nz (if a minister):**

- Ministerial portfolios
- Recent press releases

**From Google News / RNZ / Stuff (secondary):**

- Any notable statements about: aged care, health, housing, NZ Super, retirement villages, dementia, disability, carers, elder abuse, disability support, palliative care, dementia, or seniors policy
- Recent activity in Parliament (oral questions, bills sponsored)
- Any petitions they've presented

**From party website (secondary):**

- Party bio
- Campaign commitments relevant to older people

**From the Register of Pecuniary Interests:**

- Any declared interests relevant to: health, aged care, housing, property, retirement villages, finance, trusts, legal sector, or disability services

### STEP 3 — Determine relevance score

Score the MP as:

- **🔴 HIGH** — Minister/associate minister in: Seniors, Health, Social Development, Housing, Finance, ACC, Justice, Commerce, Building/Construction, Regulation, Mental Health, Māori Development, Pacific Peoples, Disability, Transport, Immigration, Workplace Relations, or Rural Communities. OR opposition spokesperson in those areas. OR select committee chair/deputy chair of Health, Social Services, Finance, Justice, Māori Affairs, Petitions, Transport, or Governance.
- **🟡 MEDIUM** — Committee member on a relevant committee. OR electorate with high 65+ population, rural ageing issues, or hospital/health service pressures.
- **🟢 LOW** — Backbencher with no clear connection.

### STEP 4 — Create the profile file

Create the file:
`16 Political & Campaign Intelligence\03_MP_Profiles\2026 MP Profile - Surname, FirstName - Party.md`

Use the existing profile template from any existing file. The template has these sections:

- Current roles (electorate, party, ministerial, committee, spokesperson)
- Relevance score + explanation
- Public background (professional, policy experience)
- Public positions relevant to older NZers (table)
- Parliamentary activity (bills, oral questions, select committees)
- Voting/bill relevance (where publicly available)
- Declared interests (from Register of Pecuniary Interests)
- Stakeholder links
- Business implications
- Campaign relevance
- Monitoring terms (search terms for future trackers)
- Source list (every source URL with date accessed)

**Format:** The profile should be 3-8 KB, dense with sourced facts, no filler. If no information exists on a section, write "No clear public position found on seniors-specific issues."

### STEP 5 — Mark the tracker

Update `17_Automated_Research\03_MP_CRON\00_MP_MASTER_TRACKER.md`:
Change `[ ] PENDING` → `[x] DONE` for your MP
Add the date

### STEP 6 — Stop

Wait for the next cron run. Do NOT attempt multiple MPs.

## CRITICAL RULES

1. Only profile ONE MP per run
2. Every factual claim must have a source URL + date
3. Distinguish facts from campaign rhetoric from media opinion
4. Do NOT include private personal details (family, home, health)
5. Do NOT create smear files or attack lines
6. If you find no public info on an MP's position on seniors issues, write "No clear public position found" — do NOT fabricate
7. Use `delegate_task` with sub-agents to research multiple aspects of the MP simultaneously (one for Parliament pages, one for news, one for party site)
8. Report "DONE" with MP name and file path when complete
