## What the document contributes

Ninety-six-page RVResidents submission responding to the 2023 retirement-villages review, combining policy arguments, resident comments, supporting material and questionnaire results. The executive summary reports strong respondent support for fixed capital-repayment periods, operator-owned chattel maintenance and independent dispute resolution. An appendix explains distribution of a shortened questionnaire and volunteer collation. This large voluntary consultation exercise records engaged residents’ views, with counting and response limitations; it is not a probability survey of all residents or proof that the requested reforms were adopted.

## Substantive findings

- The cover dates the submission November 2023. The local PDF has ninety-six physical pages, including cover material and appendices; printed page numbering and the executive summary’s page description differ from the physical count.
- At printing, the executive summary reports 10,577 questionnaires from singles, couples and family members, reflecting more than 11,270 respondents. Questionnaires and individual respondents must not be treated as identical counts.
- The executive summary reports 96% support for a fixed capital-repayment period and 56% favouring twenty-eight days. These are rounded questionnaire results supporting advocacy, not representative estimates of every village resident’s preference.
- The summary reports 97% support for operator responsibility for maintenance and repairs, except intentional or careless damage, and 81% support for an independent dispute resolution scheme.
- It also reports 83% support for disclosure that a suitable aged residential care unit cannot be guaranteed. Support for a disclosure proposal does not establish actual availability or a resident’s right to a care place.
- Appendix F describes 50,000 printed shortened questionnaires, freepost returns, an online option and volunteer assistance. The association estimated broad distribution, but collection was voluntary and no independent research firm collected or collated responses.
- The methodology discloses tally discrepancies, omitted-answer problems and higher uncertainty for some multiple-option questions. Its stated recording-error margins describe collation, not statistical sampling error or a correction for self-selection.

## Identity, dates and provenance

The cover identifies November 2023. Physical PDF count is ninety-six; printed page labels, cover sheets and descriptions in the executive summary use different conventions. Appendix F’s summary tables are labelled 31 October 2023. The later separate addendum on Question 54 is linked separately below and is not silently treated as part of the original submission.

The original PDF and June 2026 capture label are preserved. The October 2026 review records source verification and catalogue enrichment; it does not replace publication or capture provenance. This companion brief is an editorial summary, not a substitute publisher document.

## Where to check the original

Physical page 3: executive summary and reported respondent/questionnaire totals. The main submission responds to the consultation questions and includes resident comments. Appendix F on physical pages 89–90 explains shortened forms, distribution, returns and volunteer tallying; pages 91–95 contain summary tables.

## Evidence limits and use

The executive summary reports 10,577 questionnaires and more than 11,270 respondents because singles, couples and family members could respond. The tables also contain recorded counts and tallies with acknowledged discrepancies. This brief attributes rounded results to the summary instead of inventing a single cleaned denominator. Distribution was broad but participation voluntary; shortening questions, adding some response options, volunteer assistance and self-selection can influence answers. The association did not commission independent collection or collation. Appendix F’s recording-error measures are not statistical margins of sampling error. High participation does not eliminate selection bias, and neither questionnaire preferences nor resident comments establish current law or the prevalence of contract harm.
