## What the document contributes

A 30-page supporting desktop review for the Aged Care Commissioner’s Amplifying the Voices of Older People work. The cover attributes it to Jane Ferriera, Aged Care Nurse Advisor, and expressly says its findings and recommendations are the author’s and may not reflect HDC. It targets locally focused research from the three years before March 2023, expanding to international and grey literature where local findings were limited. Themes include Māori needs, dementia assessment and support, access to residential and home/community care, respite, relationships and culturally responsive co-design. April 2024 identifies final-version evidence; the document is separate from the Commissioner’s March 2024 main report.

## Included material

- Author attribution, disclaimer, aim, method and conclusions (physical pp. 1–3)
- Historical sector overview and identified themes (pp. 4–6)
- Needs of Māori and culturally appropriate assessment (pp. 6–8)
- Dementia mate wareware and support inequities (pp. 8–11)
- Residential and home/community support through a consumer lens (pp. 11–18)
- Quality improvement and suggested future work (pp. 19–20)
- References (pp. 21–30)

## Substantive findings

- The cover states that the review’s views, findings, conclusions and recommendations are strictly the author’s and do not necessarily reflect HDC; it is not the Commissioner’s main report or an HDC investigation decision. (Physical p. 1.)

- The aim is to identify good practice affecting older Māori, dementia mate wareware, aged residential care and home/community support. The local research target is the three years before March 2023. (Physical p. 2.)

- The review names CINAHL, Google Scholar, PubMed and Sage, then expands to international studies and organisational/media material because local findings were limited. This mixed search is not presented as an exhaustive systematic review. (Physical pp. 2, 3.)

- The author notes that pandemic research often involved health workers rather than older residents or home-care users, and recommends mixed methods and culturally responsive, consumer-focused collaboration. (Physical p. 3.)

- The discussion links Māori needs, culturally appropriate assessment, whānau relationships, respite and care transitions to quality improvement; it does not establish current national prevalence or availability of every intervention discussed. (Physical pp. 6, 7, 8, 9.)

- Future-work topics include equitable access, carers and respite, culturally appropriate assessments, diverse communities, oral health, mental health, ageism and strength-based language. These are proposed priorities rather than implemented national programmes. (Physical pp. 19, 20.)

- The cover gives 2024; the publisher filename and internal title metadata identify an April 2024 final version, while creation metadata is 10 April. The exact first public-release day is unknown and the main report’s 7 March date is distinct. (Physical p. 1.)

## Identity, dates and provenance

Cover year 2024, publisher filename April 2024 and title metadata Final April 2024 establish final-version month; creation/modification are 10 April 2024. These are not proof of an exact first-release day. The publisher landing’s 7 March 2024 date refers to the separate main Commissioner report.

The original SHA-256 is 447eaa45cb1d180fa41fbcb359a6e1a7e2189c5c0d86718952ac10ed950e6ec5 (512,939 bytes); the live publisher-linked download was byte-identical when checked on 10 October 2026. The earlier Parliament homepage catalogue link was not this specific document’s publisher source. Original PDF, filename and June 2026 capture/access are retained. Review day, metadata production dates, document/version dates and subsequent publications are distinct.

## Practical use and implications

- Identify quality-improvement questions and trace the cited literature, then update the evidence and involve consumers and whānau before designing an intervention or claiming present compliance.

- Treat the author’s suggested priorities as research inputs and check current law and standards separately; the review does not enact obligations or establish national delivery.

- Use the themes to guide a current evidence review and consumer co-design; descriptions of tools or Australian examples do not demonstrate local adoption or effectiveness.

- The author’s recommendations are distinct from existing rights. The current Code protects communication, information, consent and support; a dementia diagnosis alone does not remove the Code’s presumption of competence.

## Historical and current context

The [HDC publisher page](https://www.hdc.org.nz/our-work/aged-care-commissioner/amplifying-the-voices-of-older-people-in-aotearoa-new-zealand/), dated 7 March 2024 for the main report, also links this separate April 2024 desktop review. Its cover spells the author Jane Ferriera, while Author metadata spells Jane Ferreira; both clues are preserved. For present legal rights use the [HDC Code](https://www.hdc.org.nz/your-rights/about-the-code/code-of-health-and-disability-services-consumers-rights/), rather than treating this historical author’s review as legislation or an investigation decision.

## Evidence boundaries

Author-disclaimed supporting review, not an HDC-endorsed position, the Commissioner’s main report, an investigation finding or current legislation. Cover spelling Jane Ferriera differs from Jane Ferreira in Author metadata. April 2024 identifies final-version evidence; exact first publication day is unknown. Local research targets the three years before March 2023, supplemented with international, grey and older contextual sources; limited discovery does not prove no improvement projects existed. Historical agency/funding descriptions and anticipated 2023 MANA rollout are not a current legal or service directory, and nationwide availability was not independently verified. Original PDF, hash, filename and June capture/access are preserved; the current publisher file matched on 10 October 2026.

The author’s limited literature discovery does not establish that there were no quality-improvement projects nationally. Historical agency descriptions and predicted MANA rollout are not current agency assignments or guaranteed nationwide diagnostic access. The main report linked on the same publisher page is a different document with its own recommendations. Current Code rights are distinct from proposed improvements; consent and competence must be assessed within the Code rather than inferred solely from a dementia diagnosis.

## Research evidence

Complete original page text, metadata, hashes, primary download equality, publisher links, current-context captures and source limits are preserved in artifacts/research/dementia-and-commissioner-source-audit-2026-10-10.json. The Ministry endorsement page was readable through the web tool; direct Python retrieval returned 403, so the fixture distinguishes the retained excerpt hash from unavailable HTML bytes.
