## Primary sources

- [MSD's underlying OIA response, 6 May 2024](https://www.msd.govt.nz/documents/about-msd-and-our-work/publications-resources/official-information-responses/2024/may/06052024-data-relating-to-ehsngs-and-the-social-housing-register.pdf)

The resource page and bundled report were read. MSD's response confirms the request, dataset descriptions and privacy suppression; its eight-page letter does not reproduce the supplied spreadsheet tables. This review has not independently recalculated the report's statistics.

## Findings and use

The report examines emergency housing and Public Housing Register support for older lead applicants. Its 55-year threshold aims to include groups experiencing age-related disadvantage earlier (PDF pages 5–6).

It identifies longer support durations for older recipients and regional and ethnic differences in access (pages 21–22). Time-to-house comparisons concern people housed during the quarter, not elapsed waits for everyone still on the register. These observations support further investigation of access and unmet need; they do not establish why differences occur or describe current housing conditions.

## Limits and provenance

Lead-applicant records miss older adults elsewhere in households. One snapshot cannot establish a trend. Operational data were privacy-rounded; the author replaced suppressed cells with random values of 1–3, limiting precision for small groups. MSD reporting regions also mask local differences (pages 6, 23–24).

The analysis does not measure every older person in insecure housing or everyone unable to obtain support. Findings here are attributed to NZCCSS, rather than presented as an independently verified national prevalence estimate.

The original PDF's November 2024 edition, June 2026 capture and October 2026 verification remain distinct. The report states Creative Commons conditions requiring attribution, non-commercial use and disclosure of the terms on redistribution; no particular licence version or publisher endorsement is asserted.
