## Synopsis

Official November 2025 housing direction with a 30-year outlook, five priorities, a housing-investment strategy and MAIHI; expectations do not establish delivery or individual eligibility.

## What this document contributes

The November 2025 GPS-HUD sets long-term housing and urban direction, shorter-term government priorities and expectations for Kāinga Ora and other agencies. Its four outcomes include stable affordable healthy homes, Māori-led housing, responsive systems and resilient communities. Five priorities cover housing growth, resource-management reform, investment, construction and rental markets. The housing-investment strategy focuses on high housing need, including affordability, availability and accessibility barriers, while MAIHI supports Māori-led solutions. This preserved PDF has 26 physical pages containing spreads and is byte-identical to the current official v2 download. The foreword and webpage are dated 21 November 2025, separate from the cover month and technical metadata. Proposed reforms, funding intentions and outcome targets are not proof of completed delivery or individual entitlement.

## Substantive findings

- Cover says November 2025; ministers’ foreword and official overview page are dated 21 November 2025. The preserved/current v2 PDF is byte-identical and has 26 physical pages, including spreads with different printed numbering.
- The GPS sets overall direction and priorities with a multi-decade outlook and agency expectations under the Kāinga Ora framework. It is policy direction, not a housing allocation or individual eligibility decision (physical p.5 / printed pp.8–9).
- Four long-term outcomes are an adaptive responsive system; stable affordable healthy homes; Māori-led housing; and thriving resilient communities. The stated outlook is 30 years, with system indicators intended to measure progress (physical p.6 / printed pp.10–11).
- Five priorities are Going for Housing Growth, resource-management reform, resetting investment, construction efficiency/competition and rental markets. Descriptions of proposed reforms do not establish enactment or implementation (physical pp.3–5).
- The housing-investment strategy aims to enable people in high housing need to access stable secure housing. It distinguishes affordability, availability and access barriers, including accessible or modified housing needs, and proposes place-based analysis (physical pp.13–14 / printed pp.24–27).
- MAIHI addresses Māori-Crown partnerships, Māori-led local solutions, supply, support, system barriers and sustainability; these goals are not evidence that all whānau housing needs have been met (physical pp.18–19).
- The document assigns roles to councils, community housing providers, iwi/Māori, the private and social sectors, Kāinga Ora and central agencies; providers and investors must assess actual procurement/funding rules separately (physical pp.20–22).
- Reported stock, funding commitments, delivery dates and planned investment describe the November 2025 policy context. This source alone cannot verify current supply, tenanting, access or programme completion.

## Uses and implications

Map a housing proposal against stated priorities and high-need criteria, then identify the agency, local evidence and delivery measures needed. Separate the GPS’s objectives from current funding decisions, procurement rules and achieved outcomes.

Intended readers: Community and social housing providers; Councils, iwi and Māori housing organisations; Older-person advocates and policy researchers.

- Accessibility, housing suitability and high need appear in policy direction but do not guarantee an allocation or subsidy.
- Check current application pathways, programme rules and actual local availability independently.
- Use system indicators and local need evidence to test progress against outcomes, including accessibility and Māori-led housing.
- Assess the delivery and effects of proposed reforms separately from the policy statement announcing them.
- Providers can align proposals with housing need, place-based investment and value-for-money objectives; the GPS alone is not a funding award or procurement opportunity.

## Identity, dates and provenance

Cover: November 2025. Foreword date and publisher overview last-updated label: 21 November 2025. PDF technical metadata: 21 November 2025. Exact first public-release day is not separately inferred from those labels. Evidence review: 10 October 2026.

The original PDF, filename and June 2026 capture label are preserved. SHA-256: `27234e75de0e020539a58f26d97dab582488fc5840284bef48c1a71da40703cd` (1,467,482 bytes). The reviewed hosted PDF is byte-identical to the preserved original.

## Evidence limits

November 2025 official policy direction and agency expectations, not proof of enactment/delivery, a current stock inventory, an impact evaluation or individual housing entitlement. Planned reforms, funding and dates describe the source period. Physical spread pagination differs from printed pages. Current v2 download byte identity verified on 10 October 2026; cover month, 21 November foreword/web-update date, technical metadata, June capture and review date remain distinct.
