## What this document contributes

MSD and the Office for Seniors examine long-term changes in older New Zealanders’ health, income, housing, social connection and access to services. This preserved 73-page document is explicitly an October 2025 consultation draft, prepared independently of Ministers, and does not represent government policy. It combines demographic evidence, material-hardship research and updated 2023 linked administrative-data indicators, then discusses possible life-course and targeted responses. The updated analytical section and executive summary contain different multiple-vulnerability counts, which require caution. The live publisher still links a draft, with one corrected regional-map percentage. An expired consultation deadline and intended January 2026 final publication do not establish either an open consultation or an actual final release.

## Substantive findings

- Cover identifies an October 2025 draft for consultation. The briefing states it is produced independently of Ministers and is not government policy (physical pp.1,6).
- The 2023 linked-data framework covers health, finance, housing, social connection and access to services; these are operational indicators, not a clinical assessment or a direct survey of unmet need (pp.29–32).
- The updated analytical section uses a 790,110-person cohort and reports about 115,500 (15%) with two or more indicators and 29,000 (4%) with three or more; Table 6 gives 115,491 and 28,986 (pp.29,32).
- The executive summary instead states about 90,000 with two or more and 20,000 with three or more. These internal draft counts are inconsistent; the catalogue attributes retained figures to the updated body rather than silently treating them as equivalent (p.2).
- The body distinguishes material hardship measured with DEP-17 from linked-data vulnerability markers; the methods and populations must not be combined as one prevalence estimate.
- Past benefit receipt is associated with later indicators, but many people with multiple indicators had no benefit history at ages 55–65. Benefit history alone does not identify everyone needing support, and association is not causation (pp.31–32).
- Life-course, housing, income, service and culturally responsive options in pp.64–65 are discussion proposals, not enacted entitlements or evidence of implementation.
- Current primary draft differs only on physical p.30 in the complete extracted-page comparison: Bay of Plenty is 7,000 | 18% in this bundled original and 7,000 | 13% live. No publication date for that correction was established.

## Identity, dates and provenance

October 2025 is the cover draft date. Live page retains expired 24 November 2025 consultation deadline and intended January 2026 final publication; neither establishes actual final release.

The original PDF and filename are preserved. Its SHA-256 is `4e16c9e9819bd5bc3171a88fb50ddc1ae97a40d1e19dfc8f8c3193ad46e82260` (6,976,679 bytes). The current primary draft has a different hash and one extracted-text correction on physical p.30: Bay of Plenty 7,000 | 18% originally, versus 7,000 | 13% live. Both retain the October 2025 draft cover; the change date is unknown.

## Where to check the original

Physical pp.1–2,6,24,29–32,64–65; map correction physical p.30.

## Evidence limits

Preserved October 2025 draft, not final government policy or current consultation advice. Executive/body multiple-vulnerability counts differ. Linked-data markers are not clinical need or causal explanations. Live draft corrects one regional-map percentage; original and current file identities are distinct. Final publication was not established by the reviewed primary sources.

This companion is an evidence guide, not a replacement original, a new survey or a statement that historical proposals were implemented.

Repository research fixture `artifacts/research/seniors-social-demography-2026-10-09.json` records source identities, hashes, physical page evidence and publisher-date distinctions.

Repository primary-source audit `artifacts/research/msd-ltib-ageproofing-primary-source-audit-2026-10-09.json` records the draft correction, final-version search limitations and detailed Sapere denominator/scenario evidence.
