## What the document contributes

MSD’s background paper for the Retirement Commissioner’s 2025 review describes public retirement-income provision, generally as at March 2025, and compares it with earlier reviews. It explains NZ Super and Veteran’s Pension, rate adjustment, residence and overseas-pension arrangements, income-tested main benefits for older people who do not qualify, and supplementary or emergency assistance. Administrative tables show that a broadly available pension coexists with targeted help for housing, disability and immediate needs. The paper also describes service delivery, cards and decision-review pathways. Its June 2025 date and mixed statistical reference periods make it a historical policy map; rates and individual eligibility require current operational guidance.

## Substantive findings

- The original is a 28-page MSD background paper, dated June 2025, prepared for the Retirement Commissioner’s 2025 Review of Retirement Income Policy; provision is described as at March 2025 where possible (pp. 1–3).

- The paper explains NZ Super as based on qualifying age and residence, without an income/asset test or a past earnings/contribution requirement. It distinguishes the pension’s basic-income purpose from maintaining a person’s previous working-life lifestyle (p. 3).

- Its historical policy account describes the gradual increase in residence requirements for people turning 65 from 1 July 2024, and separate treatment of social-security agreements, overseas pensions and portability (pp. 3–4, 11–14).

- Rate adjustment is described as an annual CPI adjustment followed by a wage-relativity check for the couple rate; Table 5 records rates from 1 April 2025 and identifies the M tax-code basis (p. 9). These are historical rates.

- The paper distinguishes NZ Super/VP from income-tested main benefits for people aged 65+ who do not qualify, and from supplementary assistance such as Disability Allowance, Accommodation Supplement and Temporary Additional Support (pp. 14–20).

- Table 13 records 75,582 Special Needs Grants and 46,878 advance payments to people aged 65+ in the year ended March 2025. These count grants/payments, not distinct recipients or an entitlement guarantee (p. 20).

- Service-delivery and review sections describe dedicated Senior Services support, SuperGold/Community Services Cards and review of MSD decisions. Administrative series have differing dates and some changed recording practices, limiting direct comparisons (pp. 23–25).

## Identity, dates and provenance

The cover says June 2025. The Retirement Commission hosts the exact MSD original; its current PDF is byte-identical to the bundle (SHA-256 a2908e377436e4c7f4213a0759ca556ebece90b6980e705f9d7c753ee1749507). No exact first-publication day was verified. PDF creation/upload metadata is not substituted for the cover date. The purpose and main policy reference period are stated in the executive summary, while individual tables extend to April/May/June periods where labelled.

The June 2026 capture/access label is retained as catalogue history. The October 2026 review does not change the original PDF or turn historical findings into current outcomes.

## Where to check the original

Physical/printed pp. 1–3 identity and executive summary; pp. 3–14 NZ Super/VP; pp. 14–20 other benefits and supplementary assistance; pp. 20–23 hardship payment tables; pp. 23–25 service delivery, cards and appeals; pp. 26–28 wider retirement context. Table 13 payment counts and Table 15 detail totals differ slightly; the quoted figures explicitly identify Table 13.

## Evidence limits

MSD background paper dated June 2025, 28 physical pages, generally describing March 2025 provision with separately dated tables. Historical policy descriptions, rates and counts are not current eligibility advice. Payment counts are not unique people; recording changes affect comparisons. Original June 2026 capture/access label remains separate from the October 2026 review.
