# Web Capture: Budget 2026 — SuperGold Card ID Upgrade

**Publishers:** Beehive / Office for Seniors
**Release date:** 28 May 2026
**Primary sources checked:** 9 October 2026
**Minister:** Hon Casey Costello, Minister for Seniors

The [Beehive announcement](https://www.beehive.govt.nz/release/supergold-card-being-upgraded) funds a free, optional SuperGold upgrade to provide official primary identification. It plans photographs, enhanced security and physical and digital versions. The release says the design will meet bank and other service-provider standards.

The [Office for Seniors announcement](https://www.officeforseniors.govt.nz/latest-news/budget-2026-supergold-card-upgrade-to-provide-new-id-option-for-older-new-zealanders) gives these funding components:

| Component | Published amount |
| --------- | --------------------------------------------------- |
| Operating | $36.4 million |
| Capital | $6.46 million |
| Combined | $42.86 million — arithmetic sum of those components |

The Beehive release rounds capital to $6.5 million and specifies funding over four years. These are announced allocations for the card and supporting systems, not evidence of expenditure or completed delivery.

Rollout is **expected from October 2028**. Detailed design and implementation were to begin following Budget 2026, with application information closer to launch. This source does not establish that the upgraded identification is available now.

The upgrade is free and optional; the Office says people who choose not to upgrade can continue using their existing cards. The announcement forms part of the Better Later Life Action Plan 2025–2028. It does not establish expanded retail concessions, guaranteed transport funding across every regional authority, cross-party endorsement or that this is the card's first major enhancement.

The catalogue's earlier `budget-2026-supergold-card-enhancements` URL could not be verified: direct retrieval returned a security challenge rather than release content. That does not prove the page or every historical claim false. The verified ID-upgrade releases above provide the basis of this corrected note.

The entire earlier companion text and its byte hash are preserved in `artifacts/research/launch-supergold-carer-source-audit-2026-10-09.json`.
