# Partnership Evidence — 90-Day Activation Framework

**Research cut-off:** 4 August 2026
**Status:** Sanitised public framework
**Scope:** Media, retirement-village, HCSS/provider, community and public-sector pathways

## Activation thesis

A useful growth sequence builds evidence in layers:

1. A media test measures whether useful information reaches and engages an older audience.
2. An independent-living village test measures one resident participation workflow.
3. A provider/community test measures referral acknowledgement, completion and failure.
4. Public-sector stakeholders receive aggregated evidence only after operational learning exists.
5. Funders receive a costed, governed proposition only after ownership and stop/go measures are explicit.

Media reach, village adoption and completed referrals are different measures. None alone proves reduced loneliness, avoided admission or health-system savings.

## Ranked activation routes

| Rank | Route | First action | Evidence required first |
| ---: | ---------------------------- | ----------------------------------------------------------------------------- | -------------------------------------------------------------------------------------------------------- |
| 1 | Older-audience media | Confirm authority, disclosure, proof, delivery and measurement terms | Signed insertion order, current circulation evidence, channel tracking and privacy-safe destination |
| 2 | HCSS sector association | Request critique and appropriate provider introductions | Two-page non-clinical proposition, workflow, data boundary, pilot cost and stop/go measures |
| 3 | Retirement-village operator | Run operational discovery before discussing external funding | One resident journey, resident-representative role, source-of-truth systems, workload and assurance plan |
| 4 | Selected HCSS provider | Validate one community-connection or referral workflow | Intake-to-closure map, capacity rules, regional owner and measurement ownership |
| 5 | Regional public-sector owner | Clarify locally delegated authority once a provider and scenario are selected | One provider, geography, bounded problem and explicit non-clinical scope |
| 6 | Community or council partner | Validate local delivery capacity and digital-inclusion routes | Eligible partner, local-plan fit, consent model, decline and redirect rules |
| 7 | Social-impact funder | Qualify capital only after operational discovery | Instrument, entity and IP, cost, milestones, assurance and buyer/funder conflict separation |

## 90-day operating sequence

### Days 0–10

- Confirm commercial and editorial terms for any media test.
- Prepare the two-page provider-pilot proposition.
- Book retirement-village workflow discovery.
- Select one candidate geography and one community-delivery pathway.
- Publish privacy information before collecting demo, pilot or QR data.

### Days 11–30

- Map the village activity and communication workflow with staff and resident representatives.
- Select one provider and one community-delivery partner.
- Freeze definitions for reach, handoff, acknowledgement, attendance, repeat participation, failure, accessibility and workload.
- Complete the product-assurance evidence required for the intended pilot gate.

### Days 31–60

- Use sector events to validate workflow and ownership, not imply procurement access.
- Produce a village go/no-go pack before a separate funder proposition.
- Submit a grant application only where an eligible partner owns genuinely new, non-commercial work.
- Keep the first test non-clinical and independent of health-system integration.

### Days 61–90

- Reconcile verified delivered reach, completions, opt-ins and qualified outcomes.
- Monitor HCSS procurement without describing an intended timeline as an award.
- Send public-sector stakeholders an aggregated evidence update naming the workflow, measures, limitations and next decision—not private participant information.
- Choose one well-governed live pilot rather than several under-owned tests.

## Progression rules

- Media activity may recruit or educate; it cannot validate health outcomes.
- Village adoption does not establish community-provider fit.
- Referral clicks are not completed connections.
- Association support is not buyer approval.
- Positive comments and warm introductions are not endorsements.
- Provider ranking is a research hypothesis until interest, capacity and local authority are verified.
- Capital discussion follows evidence and assurance; group assets or historical sale proceeds are never treated as available cash.
- Pilot results are reported in aggregate with denominators, limitations and failed-referral reasons.
