# HCSS Provider Outreach and Procurement Watchlist

**Research cut-off:** 4 August 2026
**Status:** Public-source market intelligence
**Purpose:** Identify credible partners for a bounded, non-clinical PiP community-connection pilot

## Executive read

The strongest route is a sequenced provider campaign, not a general sector pitch. HCHA can test the proposition and introduce members, but it is not a purchaser or pilot operator and explicitly does not represent New Zealand Health Group. Provider contract awards, directory membership and public digital maturity are not evidence of interest in PiP.

The proposed product boundary is narrow: community-option discovery, consented handoff, response status, safe redirection and participation follow-up. PiP should not replace rostering, care planning, worker-visit, clinical-record or provider-portal systems.

## Procurement signals

- Health NZ awarded the Te Waipounamu HCSS contract in August 2025 to HealthCare NZ, Nurse Maude, RDNS NZ and Access Community Health.
- The Northern HCSS ROI closed on 20 February 2026. Its advance notice anticipated a closed RFP and contracts by September 2026, but no public shortlist, invitee list or award was located at the research cut-off.
- The Northern design signals bulk-funded, case-mix and restorative contracting, digital enablement, provider–district collaboration and nationally agreed quality and outcome measures.
- The nationwide Tier 2 HCSS specification is currently listed as Recommended. Actual obligations must be checked in each provider contract.
- A Health Digital Investment Plan advance notice is broad forward planning, not a PiP tender.

## Gateway

### Lisa Foster / Home and Community Health Association

Lisa Foster is publicly listed as HCHA Chief Executive. HCHA advocates on sector planning, funding and contracting and maintains a provider network.

**Best ask:** critique the non-clinical proposition and introduce:

1. one Te Waipounamu awardee;
2. one evaluation-ready not-for-profit provider; and
3. one kaupapa Māori or Pacific provider.

**Boundary:** approach New Zealand Health Group directly. Do not imply HCHA can approve a pilot, procurement or provider participation.

## Ranked outreach matrix

| Rank | Target | Public readiness signal | Best first approach | Principal caution |
| ---: | ---------------------------------------- | ------------------------------------------------------------------------------------------------------------- | ------------------------------------------------------------------------------------------- | -------------------------------------------------------------------------- |
| 1 | Nurse Maude | Te Waipounamu awardee; restorative experience; Nelson/Marlborough presence; public CEO and digital leadership | Nelson–Marlborough zero-integration test with participation and failed-referral measures | Digital leadership does not prove integration or pilot readiness |
| 2 | Enliven / Presbyterian Support Northern | Publishes evaluation work across home support, day services, community involvement and social interaction | Small evaluation-ready cohort with baseline, attendance, retention and user-effort measures | Keep any pilot separate from live Northern procurement |
| 3 | Access Community Health / Uru Ātea | Te Waipounamu awardee; national scale; existing care platforms and accessible decision-support partnership | Aggregate-only connection workflow that does not touch care, rostering or visit systems | High digital maturity raises the non-overlap and assurance bar |
| 4 | RDNS NZ | Te Waipounamu awardee; not-for-profit; restorative leadership; Otago/Southland footprint | Community participation as an optional non-clinical restorative goal | Current client-facing digital stack is not publicly established |
| 5 | Te Puna Ora o Mataatua | Large Māori home-based support workforce and whānau-centred services | Kaupapa-led co-design around kaumātua and whānau-supported connection | Establish data sovereignty, local governance and capacity first |
| 6 | Visionwest Home Healthcare | Large provider with digital coordination tools and operational dashboards | Complementary community catalogue and aggregate outcome signal | Do not position PiP as a replacement for internal coordination tools |
| 7 | Pacific Homecare | Pacific elder, disability and Whānau Ora programmes in South Auckland | Language-, whānau- and accessibility-led community connection | Contract footprint, scale and digital stack require confirmation |
| 8 | HealthCare NZ / New Zealand Health Group | Te Waipounamu awardee; largest national provider; existing My Homecare product | Direct approach to HCSS and digital leaders with a precise community-only boundary | My Homecare creates overlap around search, scheduling and feedback |
| 9 | Te Korowai Hauora o Hauraki | Rural iwi-based home, primary, mental-health and whānau services | Rural-access pilot with travel, accessibility and failed-referral tracking | Digital maturity and procurement status are unresolved |
| 10 | Healthvision NZ | National provider with public KiaCare portals and Southland activity | Community referrals beside, not inside, the existing portal | Confirm whether KiaCare already covers community discovery |
| 11 | Counties Manukau Homecare Trust | Smaller local charitable provider with an adaptable Franklin/Papakura model | Closely supported prototype with simple reporting and no integration | Evaluation and technical capacity may be constrained |
| 12 | Care On Call | Nationwide footprint and public “tech-enabled” positioning | Test appetite for a bounded connection or referral module | Marketing language does not establish actual technical readiness |
| 13 | Tūwharetoa Health Charitable Trust | HBSS and Whānau Ora services with public internal data/IT capability | Whānau-led community navigation tied to local outcomes | Current product ownership and pilot capacity are unresolved |
| 14 | Life Plus | New Zealand-owned national homecare and workforce provider | Reserve option if a smaller national operator is required | Leadership, public contracts, scale and digital maturity need verification |

## Recommended sequence

1. Ask Lisa Foster for critique, three curated introductions and an appropriate HCHA forum route.
2. Pursue Nurse Maude through the Nelson–Marlborough and Te Waipounamu pathway.
3. Pursue Enliven PSN as the strongest publicly evidenced evaluation partner.
4. Test Access and RDNS appetite for a zero-integration restorative-goal pilot.
5. Establish kaupapa and Pacific co-design routes before finalising measures or data flows.
6. Approach Visionwest and New Zealand Health Group only with a written complementary-product boundary.

## Evidence pack required before outreach

- a two-page problem and partner-value statement;
- current-state and proposed provider workflow;
- field-by-field non-clinical data map;
- capacity, waitlist, decline, redirect and safe-alternative rules;
- consent, privacy, accessibility and non-digital access plan;
- outcome table covering completed connection, attendance, retention, failed referrals and partner minutes;
- explicit statements that no integration, NHI, clinical record, care allocation or health-impact claim is included;
- pilot cost, staff commitment, stop/go thresholds and exit/export plan.

## Claims requiring restraint

- Do not infer provider interest from a contract award or HCHA listing.
- Do not name Northern bidders, shortlist members or winners without a public award.
- Do not claim community participation or reduced loneliness is a mandatory contractual outcome.
- Do not say any provider system will integrate with PiP.
- Do not imply Lisa Foster or any Health NZ meeting contact can approve a provider pilot.
- Do not treat HCHA, New Zealand Health Group and Geneva Healthcare as separate equivalent gateways.
