This historical strategic assessment covers ARC and HCSS services. The bundled 112-page PDF cover explicitly dates it to January 2024. The retained local filename begins **2026**, but that is not its publication year. The path is preserved for continuity.

Physical PDF pages 35–36 (printed 33–34) use NZACA 2023 survey evidence. Figure 15 describes regional ARC occupancy for **2022/23**. Related bed and resident ratios use population aged 80+ as their demographic denominator; those ratios are different measures from occupancy.

The original survey response sample and bed denominator were not independently established here. Historical regional charts must not be relabelled as current national occupancy, staffed capacity, vacancies or a census. No unlabelled bar heights were converted into numerical observations.
