**Funding:** $25M additional investment
**Board Endorsed:** 3 March 2026

**Key Aged Care Provisions:**

- **Up to 567 short-stay beds** through aged residential care facilities — these are funded places to move hospital patients into ARC for recovery/rehabilitation, freeing up hospital beds
- **Expansion of Hospital in the Home** services
- Targeted support for older people and those at higher risk of winter illness
- Earlier access to antivirals
- Stronger vaccination support in aged care

---

## Regional Aged Care Provisions (Full Details)

### Te Waipounamu (South Island)

- **Up to 250 short-stays in aged care facilities** to support early discharge from hospital
- Immunisation campaign for staff, residents and clients in aged care facilities
- Better access to antiviral medicines for aged-care residents — giving prescribers better access to antivirals

- Extended Home Team services to 10-hour shifts

- **Wellington/Hutt/Kapiti:** 20 additional transition-to-care beds in aged care facilities

- Enhanced Early Supported Discharge (ESD) model for safe, earlier return home with support

- Expanded Hospital-in-the-Home with new nursing and coordination support
- Better discharge planning for patients medically ready but needing social or placement support
- 48 flex beds at North Shore Hospital
- 14 additional inpatient beds at Counties Manukau

### Te Manawa Taki (Waikato to Tairāwhiti)

- **Taranaki:** Implement a service to reduce transfer into ED and demand on acute services by ARC facilities
- **Waikato:** Geriatrician at front door of ED
- Introduction of Hospital in the Home (HitH) to facilitate early supported discharge and admission avoidance

---

## Implementation Reality Check

### Aged Care Association (Tracey Martin, CEO, 9 June 2026)

- The ARC sector is already at **>90% capacity**
- The 567 short-stay ARC beds funded in the Winter Plan **do not already exist as vacant beds**
- "You might have money, but can you find a bed?... When you starve the sector for so long, you can't just suddenly dial it up."
- Private facilities may be reluctant to add short-term beds/staff given funding uncertainty

### NZNO (Paul Goulter)

- NZNO research shows hospitals are **short 587 nurses every shift** on average
- Winter will worsen this; the 378 FTE additional staff is helpful but insufficient

### Labour (Dr Ayesha Verrall)

- Called the plan "a pretty standard winter plan"
- 650,000 New Zealanders cannot afford a GP visit, driving ED demand that aged care transition beds alone won't solve
