# Meeting Research Evidence Audit and Residual Questions

**Research cut-off:** 4 August 2026
**Status:** Sanitised adversarial evidence review

## Purpose

This audit tests the public evidence briefs supporting the HCSS, retirement-village, media and PiP partnership pathways. It identifies what survives challenge, what requires correction and what must remain unresolved. It contains no private correspondence, meeting logistics or named warm-route intelligence.

## Conclusions that survive challenge

- Te Waipounamu's publicly named HCSS providers are HealthCare NZ, Nurse Maude, RDNS NZ and Access Community Health.
- The 2025 national HCSS survey identifies a participation gap: only 28% of respondents who wanted or needed community, hapū or iwi activities said they could definitely attend. This does not prove PiP demand or causation.
- SNZ reviews can support discovery but are not formal PREMs or PROMs without a validated instrument, sampling method, denominators and governance.
- A provider-led, non-clinical, zero-integration pilot is the lowest-risk credible first test.
- Selwyn sold six villages and its commercial laundry to Metlifecare. It did not sell every village except one.
- Selwyn Village and The Selwyn Foundation are separate operating, procurement and funding routes.
- Active Seniors readership and demographic figures reviewed for this work are publisher-supplied and were not independently audited.
- PiP's public material describes a pilot-stage product without published, verified customer outcomes. Capabilities and outcomes should be framed as proposed or under test.
- Warm introductions, positive comments, membership and event access are not endorsements, procurement approvals or funding commitments.

## Corrections and evidence rules

### HCSS survey denominator

The official 2025 report says 6,545 responses were received after nearly 28,000 invitations from 15 providers. Its respondent-profile table uses an analysed denominator of 6,540 and reports a 25% response rate. Records must label these figures rather than use them interchangeably.

### HCSS scale

HCSS counts vary by period and population. Each figure must carry its denominator:

- historic publicly funded recipients;
- people supported in a particular month;
- older people rather than all ages;
- association estimates rather than administrative counts;
- meeting-reported estimates that remain unverified.

The meeting-reported estimate of 74,000 people and $870 million must remain explicitly attributed and must not be merged with published baselines.

### Procurement

- The Northern HCSS ROI closed on 20 February 2026. A target to have contracts in place by September 2026 is an intended timeline, not a public award.
- No Northern shortlist, invitees or final award were publicly verified by the research cut-off.
- The Health Digital Investment Plan listing is an advance notice, not an open PiP tender.
- GETS open-advertising thresholds must be described with whole-of-life, excluding-GST and exemption or opt-out qualifications.

### Provider rankings

A provider's contract award, association membership, public digital product or restorative language does not demonstrate interest, capacity or fit. Each ranking needs a verification date and explicit criteria such as regional relevance, operating model, evaluation capability, overlap risk and cultural governance.

### Selwyn capital

Group assets, investments and historical disposal proceeds are not deployable cash. Village procurement, Foundation grants and Foundation investment are separate decisions. No current general open Selwyn technology-funding route or established recoverable-grant precedent was verified.

### Media evidence

Public material supports a commercial or advertising role for John Emmanuel/Emanuel, not ownership or editorial authority. Colin and Joan Gestro occupy publishing and editorial routes. Circulation, pass-along, demographic and delivery claims require current evidence before ROI is calculated.

## Product assurance blockers

Publicly accessible evidence was not located for several controls. This is not proof that internal controls do not exist; it means they must be supplied before the applicable pilot gate.

- product legal entity, ownership and controller/processor roles;
- privacy notice, terms, retention, export and deletion;
- hosting regions, subprocessors and cross-border position;
- four-digit PIN threat model and deployed authentication controls;
- accessibility conformance and assisted/non-digital alternatives;
- independent security testing, incident response and business continuity;
- support levels, exit plan and data portability;
- authoritative distinction among PiP Villages, PiP Explore, Connected Communities and demo environments.

No demo, QR or pilot form should collect identifiable information until the controller, purpose, use, retention, access/correction, subprocessors, breach contact and consent position are visible to the person providing it.

## Residual questions

### Health and provider pathway

1. Who owns the selected regional workflow, budget, procurement route and measurement burden?
2. What Northern HCSS decision, if any, has been publicly awarded?
3. Which provider has live capacity and willingness to test one non-clinical workflow?
4. What consent and failure rules apply from referral offer to completed connection?

### Village and Foundation pathway

1. Who can authorise a resident discovery exercise and a bounded operational pilot?
2. What is the resident-representative and whānau governance route?
3. Which Foundation instrument, if any, is currently open and suitable?
4. How will buyer, funder, evaluator and investee conflicts be separated?

### Media pathway

1. Who signs for advertising, editorial classification, proof approval and Expo inventory?
2. What were the verified print run, delivered copies, returns and digital unique users for the relevant issue?
3. How is the pass-along multiplier evidenced?
4. What disclosure, correction and right-of-reply process will govern any FFS content?

### Product pathway

1. Which legal entity owns each PiP product and acts as data controller?
2. Which features are production-ready, pilot-only or conceptual?
3. Which assurance gate has been met with inspectable evidence?
4. What claim is the first pilot designed to falsify?

- **Meeting-confirmed:** retained only in the password-protected dossier.
- **Strategic inference:** a proposed route, not a fact or commitment.
- **Unresolved:** evidence or authority was not verified by the research cut-off.
