# Whitby Lakes — PiP Pitch Research

Research cut-off: 10 August 2026. This is a village-level brief for the Village Manager, Sales Manager and other Whitby Lakes/BeGroup decision-makers. It deliberately avoids depending on one manager's identity because the current Village Manager could not be verified conclusively.

## Executive read

Whitby Lakes is a 132-dwelling independent-living village in a strong lakeside location, acquired into the nine-village BeGroup portfolio in November 2024. Official evidence shows six vacant dwellings in September 2025, a 161-day average across four historical resales and a 294-day apartment disposal; the current site also carries a substantial set of listings. These facts justify sales and onboarding discovery but do not prove why homes took time to sell or that PiP would accelerate sales.

The best proposition is a “sales-to-belonging” layer: consented prospect follow-up and village-life evidence, first-90-day onboarding, events/transport participation and staff publish-once workflows. Keep care, clinical, emergency and statutory sales records outside phase one.

## Verified identity and decision context

- Address: 1 Newhaven Way, Whitby, Porirua.
- Operator: Whitby Lakes Village Limited Partnership; general partner Whitby Lakes Village GP Limited. The September 2025 disclosure records BeGroup Investments II LP as parent and BeGroup Management Limited as manager.
- The operator role and ORAs transferred from the prior operator in November 2024. Historical Ngāti Toa/Aegis ownership stories are stale; do not describe the current village as iwi-owned without new evidence.
- BeGroup publicly lists nine villages. Likely central approval roles are its CEO, CFO and lower-North-Island COO, but the actual budget owner, vendor threshold and signatory must be confirmed.
- Current official evidence verifies Vicki Hayward as Sales Manager. The disclosure names Christine Coote as Administrator/Resident Liaison; a current brochure varies the surname spelling. The current Village Manager is unresolved: an undated article names Christa Engelbrecht, an older disclosure named Anita Verry, and the September 2025 disclosure does not name a Village Manager. Ask reception to confirm the current role holder.

## Scale, sales and evidence warning

- 132 completed dwellings: 61 villas and 71 apartments.
- At 26 September 2025: 126 occupied and six vacant.
- Four previously occupied dwellings disposed in the prior 12 months; average 161 days, villas 117 days, one apartment 294 days. The sample is tiny and excludes still-unsold inventory.
- The official site displayed approximately 20 property cards when captured, with advertised prices roughly $695,000–$1.19 million and an open weekend on 15–16 August 2026. These are point-in-time marketing facts.
- Eldernet says “fully sold down” while both Eldernet and the official site display listings. Reconcile current vacant, under-offer and settlement inventory in the meeting; do not choose either public claim as definitive.
- A resource-consented care facility remains conditional without a public build date. It is not evidence that Whitby Lakes currently offers onsite residential care.

## Resident experience and current operations

The flat lakeside village is beside the Whitby shopping centre, medical centre, pharmacy, cafés, library and local walkways, with nearby bowling and tennis. The Lifestyle Centre includes pool/spa, gym, café/lounge-bar, library/computer area, bowls, games and a lakefront deck. Activities are resident-led. Transport is demand-based, arranged in advance and user-pays.

A residents' committee exists but cannot bind the operator to expenditure. Each home has an off-site-monitored emergency call; PiP must never replace it.

Whitby Lakes has no onsite rest home or hospital. An arrangement can give assessed residents priority at Presbyterian Support/Enliven care facilities, subject to availability. A later public newsletter also advertises a limited free Presbyterian Support nurse clinic on Tuesdays. Phase one may publish clinic availability/contact only; no symptoms, medication, notes, triage or care records.

Verified digital channels are the public website/listings, Campaign Monitor newsletter, video and third-party directory listings. No resident app, CRM, property-management platform, SSO, API or procurement system was publicly verified. This is an unknown, not evidence of absence.

## Pain hypotheses to validate

1. Prospects and families may see property inventory but not enough timely, consented evidence of daily belonging.
2. Website, Eldernet, email, print, reception and sales updates may create stale or duplicate entry—the conflicting public availability is a concrete discovery prompt.
3. Move-in and the first 90 days may rely on people/paper and be difficult to measure.
4. Resident-led events, transport capacity, changes, reminders and no-shows may generate calls and manual reconciliation.
5. Family communications and permissions may be inconsistent.
6. Local management may lack village-level participation/funnel evidence while BeGroup lacks comparable cross-village data.
7. Clinic or external-community handoffs may lack closure, but no public evidence proves this.

## Tailored PiP wedge

1. **Prospect and family:** current homes paired with consented village-life content, info-pack/viewing/open-day follow-up, preference capture and optional family invitation. PiP must not promise faster sales or replace the CRM/ORA/legal journey.
2. **First 90 days:** welcome tasks, contacts, local map, buddy/introduction, interests, first-event reminders and resident-controlled family permissions.
3. **Resident operations:** publish-once calendar, RSVP/capacity/waitlist/attendance, transport request/status, staff-assisted entry and phone/print mirror.
4. **Local connection:** verified library, clubs and council/community options with completed-connection tracking, not an unverified partnership claim.
5. **Management view:** participation and workflow exceptions, staff effort and channel corrections. Add inventory or sales intelligence only after mapping the current CRM and authoritative source.

## Pilot design

- Four-week baseline plus eight-week live test.
- One apartment cohort plus recent movers or selected prospects; roughly 30–50 residents including assisted/offline users and 2–4 staff.
- Named local product owner, residents' committee co-design and central BeGroup sponsor; vendor/privacy/security review and explicit export/deletion.
- Measure follow-up completion as a leading sales indicator, onboarding completion, time to first/repeat activity, RSVP-to-attendance, transport closure, staff minutes, correction calls, assisted use, support, opt-outs/incidents and resident ease/trust.
- Do not make days-to-sale a primary eight-week outcome: the statutory average is 161 days and the denominator is small.
- A ten-person free preview can test usability and workflow fit before the paid cohort, but cannot prove adoption, sales, staff savings or ROI.

## Buyer and approval map

Local champions: current Village Manager, Vicki in sales, the resident liaison/reception team, activity/transport owners and residents' committee representatives. Economic and contractual approval likely sits with BeGroup leadership. Confirm whether a local manager can approve a test, what central security/data review is required, and whether a successful village pilot can be extended without a new group procurement.

## Core meeting questions

1. Who is the current Village Manager, and who owns budget and signature authority at BeGroup?
2. What is the live vacant, under-offer and settlement inventory, and why do public channels conflict?
3. Why did the disclosed apartment disposal differ from the villa average, without assuming one cause?
4. Walk a prospect from info pack/open day through viewing, application, move-in and the first 90 days.
5. Who updates the website, Eldernet, email, print and reception material, and where is the authoritative source?
6. How are resident-led activities proposed, published, changed and measured?
7. How are transport demand, capacity, payment and changes handled?
8. Which repeat calls, corrections or missed follow-ups create the most burden?
9. What resident app, CRM, property or communications systems already exist privately?
10. How are family permissions and non-digital residents handled?
11. How does the Enliven priority arrangement and nurse clinic work operationally today?
12. What one outcome would justify an eight-week live test and a later group conversation?

## Evidence boundary

Verified: operator/manager structure, dwelling counts and historical disposals, facilities, resident committee, transport model, no onsite care, sales manager and limited clinic. Point-in-time: listings, pricing and open-weekend material. Unresolved: current Village Manager, live inventory, current systems, exact resident count, purchase threshold, budget and causes of sales or workflow friction.
