# SuperGold Card Digital Upgrade — Budget 2026

## Overview

Budget 2026 provides **$42.9 million over four years** to modernise the SuperGold Card into an official form of photo ID for New Zealand's seniors population (65+). The upgrade addresses a documented gap: an estimated 180,000+ seniors lack a passport or driver licence, limiting their access to banking, legal services, and other essential services.

## Policy Context

- This initiative is part of the **Better Later Life Action Plan 2025–2028**, which supports older New Zealanders to "stay independent, connected, and able to live well for longer."
- Originally proposed as action item: "Undertake a cost/benefit analysis of transforming the SuperGold Card into a form of primary identification for older people" — the Budget 2026 funding goes well beyond a cost/benefit analysis and directly implements the transformation.
- The card was originally launched in 2007 as a **New Zealand First** initiative (negotiated into coalition with Labour, championed by Winston Peters).

---

## Need & Demand

**The scale of the problem (from The Post analysis):**

- 900,000+ New Zealanders aged 65+
- 2018 data: 20% of SuperGold holders had **no driver licence**; 42% had **no passport**
- Rough estimate (Costello's office): at least **180,000 seniors (20%) lack any primary ID**
- The "older old" population (those most likely to have given up driving) is growing — the problem is expected to worsen

**Without official ID, seniors cannot:**

- Open or access bank accounts easily
- Use legal services
- Access various government and commercial services requiring photo identity

---

## Sector & Public Reaction

**Grey Power** (acting president David Marshall):

- Welcomed the ID upgrade — seniors who no longer drive struggle to prove identity
- Noted it won't address cost-of-living pressures that are the primary concern for many

**Individual seniors:**

- Concern that the upgrade is a long-term solution (2028), not immediate relief
- Calls for more culturally appropriate services for ethnic older people
- Desire for more direct cost-of-living support alongside the ID upgrade

---

## Political Significance

- **NZ First** claims this as a signature achievement (they created the card in 2007)
- Minister Casey Costello (NZ First) is the public face of the announcement
- No cross-party opposition identified — universally seen as helpful
- Represents a rare piece of "good news" in a Budget otherwise focused on fiscal discipline and cuts
- May feature in NZ First's 2026 election campaigning as evidence they deliver for seniors

## Implementation Milestone: AML Code Update (June 2026)

On **4 June 2026**, the Government announced the **new AML Identity Verification Code of Practice 2026 (IVCOP 2026)**, effective **1 July 2026**. This is the **first concrete regulatory implementation step** from the Budget 2026 SuperGold Card upgrade programme.

**Key provision:** SuperGold Cards (with photo) and Total Mobility Cards are now accepted as **secondary ID** under the AML/CFT framework.

**Why this matters:**

- Provides **immediate practical benefit** for seniors — they don't have to wait until October 2028
- Addresses the core problem (seniors lacking ID for banking/financial services) **now**, not at rollout
- Establishes the **regulatory foundation** for the 2028 digital upgrade
- The AA photo service (free) is the interim path to enable this
- Also aligns with reusable digital ID framework via RealMe verified identity

**Announced by:** Hon Brooke van Velden (Internal Affairs) and Hon Nicole McKee (Associate Justice) — expanding the cross-portfolio coalition supporting SuperGold reform.

## Implementation Milestone: Rates Rebate Threshold Increase (1 July 2026)

From **1 July 2026**, the SuperGold Cardholder income abatement threshold for the Rates Rebate Scheme increases to **$46,400** (from $45,000). Maximum rebate rises to **$830**. Every SuperGold cardholder earning only NZ Super with rates above $2,000 qualifies for the full rebate.
