## Overview

Health NZ's Winter Plan 2026, announced 17 March 2026 by Health Minister Simeon Brown, allocated **$25 million** in additional funding for winter preparedness. The plan has four pillars: Prevention, Primary Care, Emergency Departments & Hospitals, and Supporting Timely Discharge.

Aged residential care (ARC) is central to the discharge pillar, with **up to 567 short-stay beds** in ARC facilities nationwide to free up hospital capacity.

## REACT/START — Rotorua Hospital (Case Study)

**Date:** 4 June 2026
**Source:** https://www.healthnz.govt.nz/news-and-updates/new-ed-referral-process-to-reduce-admissions-to-rotorua-hospital

The **REACT (Rapid ED Assessment and Community Transition)** process at Rotorua Hospital allows ED staff to refer eligible patients (particularly falls patients aged 65+) directly to the **START (Supported Transfer and Accelerated Rehabilitation Team)** — a multidisciplinary team of nurses, health care assistants, physiotherapists, and an occupational therapist.

**Results:**

| Metric | Figure |
| -------------------------------------------------------- | --------------------------- |
| Patients assisted home via START in 2025 | **385** |
| Patients assisted home in first 4 months of 2026 | **215** (projected ~645/yr) |
| ED fall patients with only minor injuries (audit) | **50%** |
| Of those minor-injury fall patients, proportion admitted | **1 in 3** |

**Key Evidence:** "International evidence shows that physical deconditioning can begin within hours of hospital admission, and **34% of older patients may lose independence** in at least one basic activity of daily living after a hospital stay."

**Significance:** This is a concrete model for implementing the Winter Plan's discharge pillar at district level. The programme addresses non-clinical reasons for admission (worry about returning home, embarrassment about falls, anxiety from waiting), providing community support as an alternative to admission.

## Sector Reactions (9 June 2026)

| Stakeholder | Spokesperson | Key Quote / Position |
| ------------------------- | ------------------- | --------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- |
| **Aged Care Association** | Tracey Martin (CEO) | Pleased aged care recognised, but sector at **>90% capacity**. "You might have money, but can you find a bed?... When you starve the sector for so long, you can't just suddenly dial it up." Warned facilities reluctant to add short-term beds/staff — 567 beds aren't sitting empty. |
| **NZNO** | Paul Goulter | Shortage seriously underplayed. Hospitals short **587 nurses every shift** on average. |
| **ASMS** | Sarah Dalton | Called funding "**a drop in the bucket**". Questioned where extra senior doctors will come from. |
| **Labour Health** | Dr Ayesha Verrall | Called it "a pretty standard winter plan" similar to Labour's. Key difference: Labour's election promise of **3 free GP visits** for every New Zealander. |
