## Current Status Summary

**Bill expected to be introduced for first reading on or after 23 June 2026.** Minister Tama Potaka indicated "mid-June 2026" (per RVResidents May 2026 newsletter) however Parliament is in recess until Tuesday 23 June 2026, so the earliest the Bill can be introduced is that date. The first reading is now expected in the sitting week commencing 23 June 2026. This is the most significant legislative change for the retirement village sector in over a decade. Key issues to watch:

1. **ORA repayment timing** — Government proposes 12-month cap + interest after 6 months. Consumer NZ/Labour demand 3-month cap. Ingrid Leary's Member's Bill (in ballot) proposes 3 months.
2. **Retrospective application** — Government changes NOT retrospective (56,000 current residents excluded). Major source of anger and advocacy focus.
3. **Consumer NZ petition** — Closed at 40,767 signatures; to be presented to Ingrid Leary MP.
4. **Dispute resolution** — New independent statutory dispute resolution scheme (free for residents, binding decisions).
5. **Enforcement powers** — Registrar gains new powers (stop orders, direction orders for misleading advertising).
6. **Chattels responsibility** — Operators to be responsible for maintenance/repair of operator-owned chattels.
7. **Code of Practice** — Updates to follow legislative changes.
8. **New Retirement Commissioner** — David Boyle appointed (term started 18 May 2026).
9. **RVResidents in transition** — CEO Nigel Matthews departed; Brian Peat continues as President.
10. **Select committee process** — Will commence after Bill introduced; submissions likely open July–Dec 2026.
11. **Aged care inquiry cross-reference** — Health Committee aged care inquiry (Nov 2025) recommendations on dementia beds, funding transparency, and care models directly affect RV operators with aged care beds (Ryman, Oceania, Summerset, Arvida). Government response tabled March 2026.
12. **Election issue** — Brian Peat (RVResidents) has warned RV reform will be an election issue. Issue salience rising.
