# Retirement Villages Reform Watch — September 2026 Update

**Original watch publication:** 20 June 2026. **Original library access:** June 2026. **Later official source update:** 18 September 2026. **Independently reviewed:** 9 October 2026. **Document ID:** doc-0492.

This is a local, dated watch with an archived earlier capture. [The housing ministry's official review page](https://www.hud.govt.nz/our-work/retirement-villages-act-2003) now says the bill will be introduced in the **next Parliamentary term**, with no calendar date. Its September proposals replace the earlier July expectation; they are **not current payment entitlements**.

## Verified later state

- Proposed maximum repayment: **nine months**, replacing 12 months.
- Initial **10% within four weeks** after the agreement ends for residents leaving to live elsewhere, replacing proposed interest from six months.
- Exemptions include villages with fewer than 50 units; non-exempt operators could request extensions. Repayment changes would apply to agreements signed **one year after the amendment becomes law**.
- Proposed weekly fees and fixed deductions stop on departure; capital losses would fall on residents only if they benefit from gains. Those changes would cover new and existing agreements.
- Proposals also cover early access for special need/hardship and an independent complaints scheme funded by operators.

The official page identifies select committee consideration as the next public opportunity to comment; it gives no submission closing date. It also notes that HUD became part of MCERT on 1 July 2026.

## How to use the earlier capture

The material below preserves the June watch's original stakeholder claims and predictions. Its July introduction expectation is superseded. Complaint counts, repayment anecdotes, party positions and commissioner details were **not independently revalidated in this review** and must not be treated as current statistics or officeholder information. The later official source does not confirm those earlier claims.

The June publication/capture dates are preserved. September is the official policy-page update, and October is the library's review date. A proposed framework, a bill introduction and enacted legislation are separate states.
