Physical PDF page 4 states HCSS prices and IBT funding increase **2.66%** for 2026/27, with **another 1.1% offered** to providers agreeing efficiency targets with their regional manager by **14 August 2026**.

Additional payment is to be backdated to **1 July 2026**. Ongoing payment beyond **31 December 2026** depends on assessments at **31 December 2026** and **30 June 2027**. Pages 4–5 define exceptional-travel targets, client activity adjustments, supporting evidence and payment decisions. Client safety and equitable access must be protected.

These are published funding terms. They do **not** report provider acceptance, money paid, achieved savings, staffing or delivered client hours. The webpage update date is separate from the PDF date and does not establish when every payment began.

This is later evidence than the [August 17 statement](https://www.beehive.govt.nz/release/ministerial-advisory-groups-report-welcomed) that home-care uplift negotiations were continuing. Preserve that statement as dated context. The terms are also separate from the [independent advisory report](/document/doc-1623) and do not establish adoption of its recommendations.

Direct publisher HTML and PDF downloads succeeded; the browsing tool returned HTTP 403 for the page. The seven-page PDF has 1,296,022 bytes and SHA-256 `f4e28986c874a7103c2c651494d380c519f970c66ca671bdce8738eda8ff2414`.
