# MSD — A Guide for Carers / He Aratohu mā ngā Kaitiaki, July 2021

July 2021, 60-page MSD carer-navigation booklet covering money, support people, equipment and a directory; the preserved guide remains useful for planning questions, while dated benefit and transport rules need current checks.

## What this source contributes

This MSD booklet helps family, whānau, āiga and friends identify questions about caring for someone with a health condition, disability, injury or illness. Money maps financial and transport help; People covers assessment, support at home, respite, carer wellbeing, emergency planning, work/study, complaints, future wishes and changes to the caring role. Things explains equipment and housing/vehicle assessment routes, followed by a contact directory and accessible communication options. The cover and copyright page identify July 2021 despite the retained undated filename. MSD still hosts this same 60-page PDF, but unchanged hosting does not make all its guidance current: NZ Super residence and Total Mobility subsidy examples have changed. Use it as a discussion checklist and verify eligibility, funding rules, contacts and professional advice separately.

## Substantive findings

- The title is A Guide for Carers / He Aratohu mā ngā Kaitiaki. The cover and copyright page identify July 2021, published by the Ministry of Social Development; the original contains 60 physical pages, not 48 (physical pp.1–3).
- MSD’s linked printable PDF is byte-identical to the bundle. A separate screen-friendly PDF has 31 physical spread pages and different bytes; it is not the preserved 60-page file. Webpage metadata updates in 2026 do not establish a new PDF edition.
- The guide includes partners, parents, young carers and friends whose caring may be a few hours or full time. Its disclaimer says agencies have different eligibility rules and definitions of full-time carer, and the booklet does not determine an individual’s entitlement (physical p.5).
- The Money section maps questions about carer/person-cared-for income support, disability-related costs, hardship, housing costs, help at home and transport. The table is a navigation aid; the July 2021 criteria and subsidy examples are historical (physical pp.8–21).
- Assessment guidance discusses the cared-for person’s needs alongside what family/whānau can provide and what support carers need. It suggests asking about assessment or reassessment when needs change; historic NASC/DHB funding arrangements are not verified current pathways for every person (physical pp.24–25).
- Respite planning distinguishes planned and unplanned breaks, including support in the home or elsewhere and emergency backup. Local options, funding, family-payment restrictions and eligibility must be checked under present arrangements (physical pp.29–31).
- Emergency planning suggests a written care plan, carer identification and medication information, with copies for trusted people who need to act if the carer becomes unavailable. These are preparation prompts rather than clinical instructions (physical p.34).
- Separate sections cover working/studying while caring, provider/advocacy/HDC and ACC complaint routes, Health Passports, advance-care planning and EPA information. The booklet is not a comprehensive account of current employment, consent or EPA law (physical pp.34–39).
- The guide encourages reviewing whether the caring role remains sustainable, discussing reassessment and support before a crisis, and seeking support when caring ends or the person dies (physical pp.40–41).
- Equipment and housing/vehicle modifications are presented as assessment-led routes, with a warning about buying first and expecting reimbursement. The 2021 funding thresholds, restrictions, agencies and directory details must not be treated as current approvals (physical pp.44–56).
- Two verified dated-rule examples need caution: p.11 gives a general ten-year NZ Super residence requirement, while current Work and Income guidance makes total years depend on birth date; p.20 gives a 50% Total Mobility subsidy, while the primary transport policy page states 65% from 1 July 2026, subject to regional caps. These checks do not certify the remaining booklet as current.

## Practical use

Use the booklet to prepare a list of support needs, costs, respite and backup-care questions before speaking with a navigator or relevant funding agency. Revisit sustainability and changing needs with the person you care for. Follow current official guidance for eligibility, payments, transport caps, equipment approval, complaints and legal decisions.

Recommended readers:

- Family, whānau and āiga carers planning support questions
- Older partners and adult children caring for relatives
- Young carers and community support navigators

## Consumer implications

- Plan regular breaks, emergency backup and a conversation about what support both people need; a useful checklist does not guarantee publicly funded hours or respite.
- Before relying on a payment, subsidy or contact detail, check the current agency guidance. In particular, do not apply the booklet’s ten-year NZ Super or 50% Total Mobility statements as universal current rules.

## Policy implications

- Retain the July 2021 edition identity alongside later webpage updates. Continued hosting is not evidence that the PDF’s criteria and directory have been revised.
- Carer navigation spans multiple agencies and changing roles; accessible current referral information is essential alongside historical guides.

## Provider and business implications

- Navigators and support providers can use the topic structure for intake and referral conversations, while verifying current agency responsibilities and funding approvals before advising on purchases or paid family care.

## Dates and preserved capture

The cover and copyright page supply July 2021 publication precision; no exact first-release day was established. Technical PDF creation/modification metadata is 30 June 2021. The live overview HTML has DC.Date.modified 1 March 2026 and the web-guide introduction 5 February 2026, but neither proves a new PDF edition. Both checked PDF layouts retain July 2021 covers. Original access remains June 2026; evidence review is 10 October 2026.

## Evidence boundary

July 2021 general navigation booklet, with 60 physical pages including cover and blank/note pages; not undated or a 2026 revision. Full original text and current linked PDF byte identity were checked. It retains historical DHB/Ministry arrangements, payment and subsidy criteria, family-paid-care/Individualised Funding restrictions, equipment thresholds, contact details and employment/legal/clinical information. Two current primary checks establish changed NZ Super residence and Total Mobility rules; this is not a complete current-law, benefits, directory or clinical audit. The 31-page spreads PDF is a distinct layout/file; no full cross-layout text-equivalence claim is made. HTML creation/modification dates and technical PDF production do not establish first publication or a new edition. Preserve the original undated filename, original hash, category and June 2026 access label.
