Expansion & Monitoring Review Loop (§9.4)
Framework for keeping our evidence base fresh and addressing link decay:
- Quarterly Review: Re-examine and audit all High Priority targets. Check for updated policy papers and regulatory changes.
- Annual Audit: Sweep all target sources and verify URL links. If any 404 dead link is identified, update the target row status to Needs review and set the next action to "Find replacement URL".
- Ad-Hoc Ingestions: Add a new tracker row immediately when significant new publications are identified.
Source Quality Guidelines (§9.3)
Requirements for evaluating and promoting target sources:
- Primary Source Preference: Always prefer primary, official, or statutory sources over external news reports or commentary.
- Structured Metadata: Record the exact publisher, publication date, and access date for every import to maintain document integrity.
- Verifiable Links: A target source without a verifiable working URL cannot pass the Needs review stage.
- Bias Disclosure: Mark advocacy, lobby, or partisan sources clearly as such in notes. Never represent advocacy papers as official government policy.
