Family & Carer Support
Goal: Access respite care, support groups, and carer payments
For: Unpaid family caregivers and whānau support people.
Planned collection: A mapped Carer Support reference distinguishes Health NZ and DSS funding, assessment and purchasing scopes. Peer support, carer wellbeing and local respite availability still need curation. A source mapping does not establish an individual's eligibility or a bookable service.

Health NZ NASC assessment determines support for older people and health-related needs; DSS NASC/EGL assessment determines DSS-funded disability support. The individual allocation is not a universal 28-day entitlement or a guarantee of full residential respite costs.

Composite primary guidance checked 9 October 2026; original publication unknown and June capture/access preserved. Health NZ older-person/health-related support and DSS disability support have distinct funding, assessment and purchasing scopes despite a shared claims processor. Page updates are not publication dates; the April policy date applies to DSS. The exact four-hour and $2,075 equality boundaries remain source wording discrepancies. The earlier Work and Income product URL returned 404; blanket tax-free, $80–$82 and all-stream April-policy assertions were removed. Full earlier capture and exact primary references/page text are preserved in artifacts/research/launch-supergold-carer-source-audit-2026-10-09.json.
Health NZ's July 2026 guideline caps informal respite supplied by whānau or another person at $83/day. This category-specific maximum is not a universal rate for all purchases or funding streams; the older $80–$82 description was not verified.

The Health NZ page says more than four unpaid hours/day; its July guideline says four or more unfunded hours/day. The exact four-hour eligibility boundary needs assessor clarification.

The Health NZ guideline's $2,075 (25 days) threshold concerns routing individual claims for approval, not an annual entitlement/cap. Its under/over wording leaves the exact equality boundary unresolved.

DSS Purchasing Operational Policy applies to DSS-funded support from 1 April 2026. Some purchases need prior NASC/EGL approval; Health NZ's payment team processes claims rather than determining that approval.
