Short Summary
Access government-funded help like cleaning, meal prep, and personal care to assist you in living independently at home.
Steps & Guidance
- 1
Initiate contact with a GP or NASC
Ask for a referral for a needs assessment to establish eligibility for Home and Community Support Services (HCSS).
- 2
Participate in the assessment
A coordinator will visit your home to evaluate safety, mobility, personal care, and domestic support needs.
- 3
Develop a service plan
Identify the number of hours and types of support (e.g. personal care, household tasks) allocated to you.
- 4
Select a service provider
Choose an approved provider in your region to schedule caregivers and deliver the support.
Common Pitfalls to Avoid
- Exaggerating independence during the assessment, resulting in fewer allocated hours than actually needed.
- Not reviewing the service plan as physical needs change over time.
Documents & Info to Prepare
- Examples of domestic tasks that are becoming difficult.
- List of informal support provided by family or neighbors.

Ministry of Health — National Framework for Home and Community Support Services (HCSS), 2020
Source: Ministry of Health | Type: PDF
Recorded evidence class: Official guidance
Published: 2020-08-27 | Accessed: June 2026
Recorded evidence boundary: Historical August 2020 commissioning/design framework for DHB-funded older-person HCSS, not an eight-page binding national standard or a current all-age disability-service guide. Original 29-page PDF and live primary PDF are byte-identical. Its 2017/18 expenditure, 2018 consultation, demographic forecasts, historical funding rules and agency structure are time-bound. July 2021/2022 development and rollout dates are intentions; implementation was not established by this review. Appendices contain draft/unconfirmed measures, not present service guarantees. Source identity and full text were reviewed, but current contracts, eligibility, workforce rules and all clinical/legal propositions were not comprehensively audited. Preserve the original filename, category and June 2026 access label; publication, September technical production and October 2026 evidence review are distinct.
Health NZ and DSS - Web Capture - Carer Support Subsidy
Source: Health New Zealand / Disability Support Services / Inland Revenue | Type: MD
Recorded evidence class: Official guidance
Published: Not recorded | Accessed: June 2026
Recorded evidence boundary: Composite primary guidance checked 9 October 2026; original publication unknown and June capture/access preserved. Health NZ older-person/health-related support and DSS disability support have distinct funding, assessment and purchasing scopes despite a shared claims processor. Page updates are not publication dates; the April policy date applies to DSS. The exact four-hour and $2,075 equality boundaries remain source wording discrepancies. The earlier Work and Income product URL returned 404; blanket tax-free, $80–$82 and all-stream April-policy assertions were removed. Full earlier capture and exact primary references/page text are preserved in artifacts/research/launch-supergold-carer-source-audit-2026-10-09.json.
