Source and interpretation

Register capture date
Official landing page updated
· this does not date every premises' bed count

The source labels premises by legacy District Health Board (DHB). These health districts differ from Stats NZ regional council areas. No geographic crosswalk has been applied. Locality combines the source suburb/road and town/city fields; street addresses are retained only in the original CSV.

Listed beds are the Ministry registry's Total Beds at certified aged-care premises. They do not measure staffed or operational beds, vacancies, occupied beds, residents, or beds available at each care level. Service types are authorised service labels, not separate bed allocations; never add service-category totals together because premises can provide multiple services. This is a registry capture, not a dated bed census: the page update date does not establish when each premises' bed count was observed. Certificate end dates are registry fields, not proof of current occupancy or operational status. The source has no permanent premises identifier; record IDs identify rows in this capture. Preserve source rows and review duplicates before any future aggregation. This capture has no exact duplicate rows or repeated name/address/town combinations; same-named premises at different addresses remain separate. Missing or invalid bed values would remain null rather than zero.

Funded aged residential care bed-days

10,691,452bed-days

Nights of long-term aged residential care paid for at least in part by Health NZ. Fully self-funded stays and short-term care funded under separate contracts, including respite and end-of-life care, are excluded.

What this count covers

Period: 2025-07-01 to 2026-06-30.

Counts funded nights, not individual residents, beds, staffed capacity or vacancies. No occupancy rate can be calculated without matching eligible available bed-days. Reported in quarterly performance publications; no audited annual-report status is claimed.

An absolute activity count; no population or available-bed denominator is supplied.

The four ARC quarters total 10,691,452 and reconcile exactly to the directly published full-year YTD cell. The full-year row overlaps all four quarterly rows: do not add it to them. Do not aggregate across different metrics or units.

Q1 explicitly mentions younger disabled residents among exclusions; Q2-Q4 footnotes omit that phrase. Preserve the published definitions. The sources do not establish whether this wording change reflects a coverage change, so a change in the series should not be attributed solely to demand.

All observations cover New Zealand nationally. The sources do not provide a district, Health NZ region or regional council breakdown for these cells; no geographic allocation has been inferred.

ARC funded nights and interRAI assessment events are different activities. Neither supplies staffed capacity, vacancies, unique clients, care hours delivered or an occupancy denominator. The historical assessment record is dated FY2023/24, not a current-year estimate.

Evidence still needed

  • No directly accessible current actual-hours series was verified in this research pass. The New Zealand Health Plan publishes planned volumes, which have not been substituted for delivered care.
  • These national counts cannot fill regional service-capacity gaps. Ministry certified premises listed beds use a different scope and capture date from Health NZ funded bed-days; dividing these series would create an unsupported occupancy rate.
  • The independently verified home-care count covers FY2023/24. interRAI's public dashboard may offer later assessment data, but no later numerical export was verified for this capture. Assessments can include repeat events and must not be treated as unique clients or care hours.

Nine fee-for-service health districts as classified in this historical report. These are not regional council areas or the four current Health NZ regions. No geographic crosswalk or current funding-model classification is inferred.

Actual average weekly delivered hours per client in the analysed district cohort. Table 12 counts distinct clients in the June 2023 Client Claims Processing System fortnightly extract after matching to interRAI Home Care or Contact assessments; unmatched clients are excluded. Counts are not annual unique-client totals or assessments completed.

Footnote 13 excludes 663 fee-for-service clients (4%) who could not be matched to interRAI HC or CA assessments. The report's modelling scope covers the listed core service codes, excluding individualised funding and services for long-term chronic conditions for people under 65. Bulk-funded districts are outside Table 12.

The nine client counts sum to the published analysed-cohort total of 15,578. The published total mean of 5.2 hours/client/week is kept as its own source value. Do not sum district means or recompute exact delivered hours from rounded means. The sample total is not a national HCSS total.

Observed historical utilisation, not current capacity, staffing, vacancies, all funded home support, or unmet need. Average hours are published to one decimal place. Adjacent predicted case-mix hours are model outputs and have not been imported. Do not annualise this fortnight or infer an annual total from rounded averages.

This is a June 2023 baseline published in July 2024. No current national or complete district annual delivered-hours series was verified in this capture. Later population projections and planned service volumes must not replace missing observations.

Historical nursing employment · 2022–23 · New Zealand

Nurses reporting rest home or residential care employment

Who is counted, workload and evidence limits

The Council's actively practising cohort starts with nurses holding an annual practising certificate (APC) at 31 March 2023 and removes overseas main-practice and non-nursing-only records. Employment is self-reported during APC renewal between 1 April 2022 and 31 March 2023, rather than measured simultaneously on the cohort date. New Zealand graduates applying for their first APC during that year are included in the wider cohort. Survey response was 95% overall, with optional individual fields and no first-APC survey requirement for new graduates.

Counts are nurses reporting the specific rest home/residential care employment setting. They are historical employment headcounts, not all APC holders, all aged-care workers, current staffing, vacancies, or staffed beds. Home/community support and other nursing settings are outside this selection.

The three scope headcounts reconcile exactly to the separately published all-nurse total: 25 + 5,656 + 489 = 6,170. Do not add the all-nurse total to the scope rows. Nurses may report up to two employment settings, so setting counts cannot be added across settings to estimate unique nurses. Do not multiply the means by the wider headcounts or add mean workloads.

Mean workload for single-setting respondents

These means apply to smaller groups that reported hours and one employment setting. They cannot be multiplied by the wider headcounts to estimate total staffing FTE.

Reported mean workload, rest home/residential care, 2022–23
Nursing scopeRespondentsMean FTE equivalent
Registered nursesTable 27, page 383,8940.91
Enrolled nursesTable 39, page 533350.83

The source-reported mean FTE-equivalent workload applies only to nurses stating hours and a single employment setting: 3,894 RNs and 335 ENs in these rows. Nurses reporting multiple settings appear only in each table's all-settings line; 4,902 RNs and 292 ENs with unstated hours are excluded across their respective tables. These respondent counts are distinct denominators from the setting headcounts. No hours conversion or total staffing FTE is inferred from the means.

No regional care-setting workforce counts are imported. Table 19's visible regional nurse-practitioner employment-setting headers and national totals conflict with Table 17; the ambiguity is preserved in the research evidence. Region-of-main-practice counts for the entire nursing profession do not establish aged-care employment by region.

Regional residential-care employment estimates

MBIE’s February 2024 report publishes survey estimates of employees across its defined aged-care sector, including nursing, care, cleaning, kitchen, management and administration roles. These figures describe historical broad-sector employment; they do not show current staffing, direct-care-only workers or FTE.

Separately published national estimate

The report defines the sector using ANZSIC Q860100 Aged Care and its listed ANZSCO occupations. These include nursing and care roles alongside cleaners, kitchenhands, managers, administration and other occupations. The table estimates broad-sector employees, rather than direct-care workers or nurses alone. Home/community support outside this defined sector is not represented.

Region names are retained as printed in Table 10. The accessible report does not establish whether regional allocation is residence or workplace, or specify the exact geography variable. Stats NZ's general HLFS documentation distinguishes regional council areas from a combined-region variable; it does not establish which MBIE used. No regional-council, health-district or provider-location crosswalk has been applied.

MBIE labels this table HLFS, 2022. Its report offers a separate generic Employment Relations Data Methodology Report by email request; no accessible public copy was established and no request was sent. The sector-report landing page says its data was sourced from the Integrated Data Infrastructure between November 2022 and July 2023, which is extraction context, not the observation period. Whether the 2022 estimate pools quarters, averages them, or uses another annual selection remains unresolved; it is not presented as a year-end headcount.

These are survey estimates with published 95% confidence intervals. Stats NZ's January 2025 general methods describe a continuous household survey, quarterly averages, a multistage stratified clustered sample, weighting, and sampling and non-sampling error. The survey targets the usually resident non-institutionalised population aged 15 and over, with further survey exclusions including non-private dwellings. This later methods document supplies general context; it does not independently verify MBIE's exact 2022 extraction or confidence-interval calculation.

Only the eleven regional rows printed in Table 10 are provided. Omitted regions have unknown values, not zero. The report warns that confidentiality and suppression can omit categories and prevent parts adding to totals. The exact reason for each absent region is not stated. This is not a complete regional census or a register of employees at care facilities.

Estimates and interval bounds are retained at the precision published in Table 10 (multiples of 100), with published percentages to two decimal places. No unrounded estimates have been reconstructed, no confidence bounds narrowed, and no percentages recalculated from rounded counts. The report-specific rounding algorithm was not established.

The separately published national estimate is 34,900, with 95% confidence limits 29,500–40,300. It is not calculated by adding the eleven regional rows. Do not add the national estimate to regional estimates, sum confidence limits, infer absent regional values from a residual, or treat small differences or overlapping intervals as statistically established rankings.

Historical broad-sector employment evidence published in February 2024. It does not measure current staffing, direct-care-only headcounts, worked FTE, vacancies, delivered service hours, occupancy, staffed beds or unmet need. Keep the confidence intervals, source year and unresolved geography/annual-extraction limits visible when displaying these estimates.
