Oceania's FY2026 report shows a large operator already assembling digital connection, enterprise feedback and clinical-risk capability.
Consumer NZ's most significant concern — described as 'gut-wrenching' — is that the Government's proposed changes do not apply to existing Occupation Right Agreements (ORAs).
After a resident leaves (whether moving out or passing away), operators can take 6–12 months or longer to repay the capital contribution.
Purpose: A practical guide to understanding Occupation Right Agreements (ORAs), your rights as a retirement village resident, where to get help if something goes wrong, and what reforms are currently proposed.
Before any formal process, raise your concern directly with the person or team involved — usually the village manager or a staff member.
